I have used my VA benefits before to purchase a manufactured home (since paid off). Can I refinance my conventional loan to a VA refi loan?

If you are already in a VA loan, you have a decent chance still of being able to do a streamline refinance. The VA does not look at the value of the house, although many lenders may consider this. So checking with a couple lenders is a good idea to see if you have a good option. If you do not have a VA loan currently and you are upside down, the VA won't be much help at the present. They will require an appraisal supporting the value of the loan for someone that does not currently have a VA loan.

However, lenders sometimes do not lend on manufactured homes because of their own preference, and not the VA's. I want to refinance my existing VA home loan. I have a 2nd fixed mortagage. Do I have to pay off the 2nd? Also, is the VA funding fee fixed and there is no way around it, even if I am refinancing only?

That can be done by some VA lenders, however, some will not be able to lend against a manufactured home due to their own restrictions.
